Is it not energy? And isn't energy made of waves? What we're seeing when we look at fire, the reason it seems somehow physical to us, is because the electromagnetic radiation is within the visible spectrum for us. Our eyes have evolved to be able to see this particular spectrum of energy that fire happens to be within.
